A Foundational Restructuring of India's Governance is proposed, focused on HOW to govern, not on WHAT to do. The system is defined through seven core governance mechanisms, each representing structural conditions under which governance must function, including integrity, delay, decentralization and corruption. A set of Intervention Classes are proposed and mapped to these mechanisms, each designed to support the necessary inputs, functional flows and influence pathways. These interventions are adaptive, transparent, participatory and self-correcting, enabling the system to respond intelligently to both predictable and emergent conditions. The framework embeds feedback loops, AI-assisted decision-making, and systemic resilience at its core, making it capable of handling long-propagating challenges, resource constraints, and institutional bottlenecks. This model forms the governance skeleton upon which ministry-level focus areas may be aligned and improved. Through this lens, national priorities across Basic Necessities & Aesthetics, Policy Design & Execution, Public Sector Efficiency and Research & Innovation Ecosystems may be structurally and sustainably addressed.
