Corruption disrupts effective distribution of agricultural subsidies and loans
The root causes of corruption and mismanagement in agricultural subsidies and loan disbursal stem from a lack of robust institutional checks and transparency in processes. Economic factors such as insufficient funding for monitoring and technological deficiencies in tracking disbursements also play a significant role. Moreover, behavioral issues like favoritism and a lack of accountability further exacerbate the problem.
The Pradhan Mantri Fasal Bima Yojana (PMFBY) and Kisan Credit Card (KCC) are initiatives aimed at providing financial support to farmers. However, they face challenges such as poor implementation due to inadequate digital infrastructure and limited reach to marginalized farmers, resulting in bottlenecks in subsidy distribution.
Implementing a comprehensive [ INTV 3 ] structure with AI/video-based audit systems can enhance transparency in subsidy and loan processes. This should be coupled with a [ INTV 5 ] Government Systems Monitoring App to track disbursements in real-time. To build systemic resilience, an [ INTV 7 ] framework should support alternative infrastructure and skills development, ensuring redundancy in critical systems.
In the mid-term, the [ INTV 3 ] and [ INTV 5 ] interventions can evolve to offer predictive analytics and integrate with financial institutions, enhancing their institutional presence and effectiveness.
In the long-term, these interventions could expand to encompass a broader range of agricultural finance services, potentially influencing global standards and creating a sustainable ecosystem.
This solution positions India as a global leader in transparent agricultural finance management within 5–10 years.
Potential risks include technological failures and resistance from existing corrupt entities. Strengthening [ INTV 3 ] with additional security protocols and expanding [ INTV 5 ] to include user-friendly interfaces for wider adoption can mitigate these risks. Introducing [ INTV 8 ] to facilitate deep-rooted technological and R&D support can further fortify this intervention.
