Digital Literacy Gap in Agriculture
Digital tool access is limited for elderly, women, and marginalized in agriculture
The root causes of inadequate digital literacy among vulnerable groups such as the elderly, women, and marginalized communities include economic barriers that limit access to technology and the internet, and technological illiteracy stemming from poor educational outreach. Furthermore, institutional gaps in policy execution and a lack of targeted programs exacerbate the issue, alongside behavioral challenges such as resistance to change and low engagement levels.
The Government of India has launched several initiatives, such as the Digital India program and the Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA), aimed at improving digital literacy. However, these schemes face implementation challenges like limited outreach in rural areas and insufficient infrastructure, which hinder their effectiveness.
A strategic intervention using [ INTV 4 ] and [ INTV 6 ] is proposed to develop a Citizen Feedback App and an Awareness App. The Citizen Feedback App will allow users to report digital literacy issues, while the Awareness App will focus on public outreach and media literacy. If the issue involves slow propagation, a parallel support system under [ INTV 7 ] will provide alternative skills and innovation resources to sustain systemic resilience.
In the mid-term (within 5 years), the intervention can evolve by expanding the institutional reach and integrating feedback loops from the [ INTV 4 ] Citizen Feedback App, leading to more refined and adaptive digital literacy programs.
In the long-term (within 5–10 years), the intervention should deepen through comprehensive ecosystem integration, fostering innovation and collaboration with global tech partners to scale the impact of digital literacy.
This solution positions India as a global leader in digital literacy by creating scalable, adaptive literacy programs, likely within 10–15 years.
Potential risks include low adoption rates of the apps and resistance from the target groups. To mitigate these, the [ INTV 4 ] and [ INTV 6 ] apps should be reconfigured to include user-friendly interfaces and culturally relevant content. Additionally, incorporating [ INTV 1 ] for expert guidance and oversight can enhance strategic alignment and adaptability.
