Medicine Black Market and Hoarding

Illicit medicine trade and hoarding during crises threaten public health access

Ministries & Focus Areas

Causal Factors

The black market and hoarding of essential medicines during crises are driven by economic incentives, inadequate regulatory frameworks, and poor supply chain transparency. These factors are exacerbated by technological gaps in tracking distribution, institutional weaknesses in enforcement, and behavioral issues like profit-driven opportunism. Additionally, policy-linked inefficiencies such as slow bureaucratic response further aggravate the situation.

Current Schemes / Missions

The Ayushman Bharat scheme and Janaushadhi Pariyojana aim to improve healthcare access and affordability, but they face implementation challenges such as insufficient infrastructure, lack of awareness, and logistical bottlenecks in rural areas. These issues hinder their ability to effectively curb hoarding and black market activities during emergencies.

Proposal

Implement a robust [ INTV 3 ] system utilizing AI-driven audits and fraud detection to monitor medicine distribution networks. Complement this with a [ INTV 4 ] Citizen Feedback App that allows real-time reporting of shortages or suspicious activities. To support systemic resilience, develop parallel supply chains through [ INTV 7 ] that leverage local manufacturing and alternative distribution channels. These interventions align with governance mechanisms by enhancing transparency and responsiveness.

In the mid-term, expand the [ INTV 3 ] system to cover more regions and integrate with existing healthcare databases, achieving broader institutional adoption and data-driven policy adjustments.

In the long-term, the intervention could deepen by incorporating blockchain technology for immutable tracking, fostering a robust ecosystem of transparency and trust across the supply chain.

This solution positions India as a global leader in healthcare supply chain integrity within 5–10 years, setting a benchmark for transparency and resilience.

Potential risks include data privacy concerns and resistance from entrenched interests. Strengthen [ INTV 3 ] by enhancing cybersecurity measures and ensuring stakeholder engagement during implementation. Additionally, integrate [ INTV 6 ] to raise awareness and educate the public on using these systems, mitigating resistance through informed participation.
