Inadequate witness protection in agriculture cases
The ineffectiveness of witness protection programs in India is primarily due to institutional weaknesses and inadequate technological resources. Economic constraints limit the scope and reach of existing programs, while policy-linked causes include insufficient coordination between law enforcement agencies and protection units. Behavioral factors, such as intimidation and lack of trust in law enforcement, exacerbate the issue, leading to frequent case withdrawals.
The Witness Protection Scheme, 2018 and initiatives under the Nirbhaya Fund aim to safeguard witnesses. However, challenges like bureaucratic delays and insufficient funding hinder their effectiveness. Implementation bottlenecks also include lack of awareness and training among personnel responsible for executing these schemes.
The implementation of a comprehensive protection and monitoring system using [ INTV 3 ] and [ INTV 5 ] is proposed. This involves deploying AI-driven audit tools and a Government Systems Monitoring App to ensure real-time tracking and protection of witnesses. Additionally, [ INTV 7 ] will establish parallel support systems for skill development and alternative infrastructures to bolster systemic resilience against slow propagation or uncontrollability.
In the mid-term, the [ INTV 3 ]- and [ INTV 5 ]-based interventions can evolve to include a wider institutional spread, integrating with more local law enforcement agencies to enhance structural maturity.
In the long-term, these interventions will deepen through enhanced data analytics capabilities, extending to predictive measures that can foresee and prevent threats, thereby creating a robust ecosystem.
This solution positions India as a global leader in witness protection through technological integration and systemic resilience within 5–10 years.
Potential risks include technological failures and resistance from agencies in adopting AI tools. To mitigate these, [ INTV 5 ] can be strengthened with continuous updates and training modules, while [ INTV 4 ] can incorporate citizen feedback to quickly identify and rectify issues. Introducing [ INTV 2 ] could enhance SOPs and design teams for better implementation.
