The lack of strategic planning for mineral reserves in India is driven by factors such as insufficient technological infrastructure for exploration and institutional inefficiencies in regulatory frameworks. These are compounded by economic pressures to rapidly exploit resources without sustainable planning, alongside a fragmented policy landscape that does not prioritize long-term resource management and innovation.

Current Schemes / Missions

The National Mineral Policy 2019 and Atmanirbhar Bharat Abhiyan aim to enhance mineral exploration and self-reliance. However, they face bottlenecks in the form of bureaucratic delays and inadequate funding for advanced exploration technologies, limiting their effectiveness in creating a strategic reserve plan.

Proposal

Implementing a centralized mineral resource management body using [ INTV 1 ], supported by a comprehensive digital monitoring platform [ INTV 5 ], can streamline exploration efforts. It will enable real-time data collection and analysis, essential for informed decision-making. For systemic resilience, a parallel R&D support initiative [ INTV 7 ] will facilitate the development of alternative materials and technologies to reduce dependency on finite resources.

Over the mid-term, this [ INTV 1 ] and [ INTV 5 ] framework can mature into a robust institutional network, enhancing coordination between state and central entities, and promoting transparency in mineral management.

In the long-term, the intervention will expand into a comprehensive ecosystem with integrated global best practices, fostering innovative mining techniques and sustainable resource management, thus securing strategic mineral reserves.


This solution positions India as a global leader in sustainable mineral resource management within 5–10 years, leveraging technology and policy integration.

Potential risks include technological obsolescence and resistance to institutional change. Strengthening [ INTV 5 ] with adaptive AI capabilities and improving [ INTV 1 ] by incorporating flexible SOPs can mitigate these risks. Additional investment in [ INTV 8 ] will ensure continuous innovation and global alignment, bolstering the system's resilience against emerging challenges.
