Causal Factors

The root causes of plagiarism and data fabrication in research papers include insufficient institutional oversight and the pressure to publish in academia. Economic incentives for researchers and inadequate technological frameworks to detect misconduct further exacerbate the problem. Behavioral factors such as lack of awareness and ethical training also contribute to this systemic issue.

Current Schemes / Missions

The UGC CARE List and National Institutional Ranking Framework (NIRF) are initiatives aimed at enhancing research integrity. However, they face implementation challenges such as insufficient monitoring capabilities and the limitation of resources to conduct comprehensive audits across diverse institutions.

Proposal

To tackle plagiarism and data fabrication, a robust intervention using [ INTV 3 ] and [ INTV 5 ] is proposed. This includes the development of a comprehensive AI-driven audit system and a Government Systems Monitoring App to track and report research misconduct. [ INTV 4 ] can further support this by enabling a Citizen Feedback App for whistleblowing. If the issue involves uncontrollability, [ INTV 7 ] should provide alternative frameworks for systemic resilience, such as skill-building programs focusing on research ethics.

In the mid-term, the intervention can evolve into an integrated national framework with [ INTV 3 ] expanding its auditing capabilities and [ INTV 5 ] ensuring institutional compliance across India.

In the long-term, this intervention could lead to a self-regulating ecosystem, with [ INTV 3 ] and [ INTV 5 ] fostering a culture of transparency and integrity in research practices nationwide.


This solution positions India as a global leader in research integrity standards within 5–10 years by setting benchmarks for academic honesty and technological innovation.

Potential risks include technological inefficiencies and resistance from institutions. To mitigate this, [ INTV 3 ] must be fortified with continuous R&D and updates, while [ INTV 5 ] should incorporate adaptive compliance protocols. Additional [ INTV 6 ] for awareness and public engagement can further strengthen the intervention by fostering a culture of accountability.
