Causal Factors

The lack of effective tracking and follow-up of social security beneficiaries stems from several critical causes, including the fragmentation of data systems and inefficient coordination among agencies. Technological limitations, such as outdated databases, and behavioral factors, such as reluctance to adopt digital methods, exacerbate the problem. Institutional inertia and insufficient policy enforcement further hinder effective tracking mechanisms.

Current Schemes / Missions

The Pradhan Mantri Jan Dhan Yojana and Aadhaar-based Direct Benefit Transfer are initiatives aimed at improving social security delivery. However, they face implementation challenges like data integration issues and limited digital literacy among beneficiaries, which restrict their effectiveness in tracking and follow-up.

Proposal

Implement a unified beneficiary tracking system using [ INTV 3 ], incorporating AI/video-based audit and fraud detection capabilities. This system should be complemented by a [ INTV 4 ] Citizen Feedback App for real-time updates and corrections. To ensure systemic resilience, integrate a parallel support structure using [ INTV 7 ], which includes skills training and alternative infrastructure for areas with slow technology adoption.

Over the mid-term, the intervention can evolve by expanding the institutional spread and enhancing structural maturity, leading to broader adoption of [ INTV 3 ] and [ INTV 4 ] across states.

In the long-term, the intervention will deepen through ecosystem effects, such as improved data analytics capabilities and integration with global best practices.


This solution positions India as a global leader in social security systems within 5–10 years by demonstrating scalable, technology-driven beneficiary management.

Risks include potential data privacy breaches and resistance from bureaucratic entities. To mitigate these, enhance the security features of [ INTV 3 ] and increase training for staff on data management. Reconfiguring [ INTV 4 ] to include more localized content can address resistance. Consider adding [ INTV 6 ] for public awareness to foster greater acceptance and participation.
